How to Remove Attachment Icon?

End users currently have access to the attachment icon. This icon subsequently provides them access to historical attachments which not our desired functionality. Is there a way to remove the attachment icon in order to end their access to historical attachments?

@Randy S there is no delivered way to remove it.  Iam also not aware of any apps that provide this functionality.  You could always remove old attachments.

The odd issue is, is some users can see the attachment icon, and other can't see the attachment icon. I looked at the permission settings and there was nothing obvious to suggest a reason for the discrepancy. 

Unfortunately we need to keep the old attachments for our records.

The icon will only appear if a page has an attachment on it.   If the page has an attachment then all users should see the icon.
