My company purchased the Cloud Version prior to my arrival, apparently not understanding that the Cloud version has the fewest features, and is the least sophisticated of all the possible options.
It's basically unusable for anything serious, so I'd like to know how, or even whether it's possible to transition content to the Server version from the Cloud version and make ALL pages into Legacy Editor pages, even if they were originally created with the less functional "New" (and definitely not improved) Editor.
What would be the cost differential, if any, so I can advise my corporate leadership?

However, be aware that Server is going away, and you can not buy new Server licences any more. I've talked Server above, but you'll actually need to be aiming for Data-Center in terms of licencing and creating new systems. (DC is the same software as server though, so all the "move data to server" stuff still applies)

This answer is correct (and I finally found the page informing users of this buried on the site by accident), but I wouldn't consider it to be an "acceptable" answer, nevertheless.
The primary challenge I'm seeing, is that Atlassian came out with Cloud prior to making it reach feature parity with Server, and now Administrators are faced with massive problem sets of how to transition content into a less-functional application.
