How to accept app requests?

I am the admin of my Confluence Cloud instance, but when I try to install an app on Confluence it requests it instead of install. I can't manage apps despite I am the admin and only user of the instance.

Any suggestions? On the Jira side everything works as expected but not on Confluence.
