In spaces permissions there are lot of inactive users, inactive means deleted/fired employees.

Confluence doesn't automatically remove permissions when a user is deactivated. Even if the user is disabled or removed from the directory, their space-level and page-level permissions may still exist.
What you can do:
Manually go to each space → Space Settings → Permissions → and remove inactive users (they appear greyed out).
If you're using ScriptRunner (on Data Center), you can run a script to automatically scan and remove inactive users from space permissions.
For Cloud, there's no native automation, but you can use APIs or marketplace apps to audit and clean up.
