It looks to me like someone has made a translation
In English, the placeholder is simply "write a comment...", and I suspect the other languages say something similar to that when they are off-the-shelf. The length and some of the words in your picture make me think you have a modified language pack.
A quick test - have a look in your profile for the language settings. Do you have more than one option for your language? (My apologies, I am sadly deficient in language education and I am not sure what yours is).
Temporarily try each of them, and possibly other languages if you can read them, to see if the placeholder is a lot more simple in other languages. That would confirm that it is a customised language pack.
I guess this text is custom written. Because very long and about our service. I think that there is a script which change the placeholder text. I am still trying to find it. This is my new job at this company. Old guy did this =)
