I have found many articles describing how you cannot configure the sidebar on Confluence Cloud and I have made my peace with that. Confluence's philosophy is that this should be in the end of the user. Fine.
How can the user collapse the sidebar on a mobile web browser? Our users do not use the Confluence Mobile App so we need a mobile web browser centric solution.

If your users are accessing Confluence Cloud via a Mobile Browser with the site mobile version, the sidebar should look like this:
Expanding and collapsing it can be done by clicking the menu represented by the three horizontal lines at the top.
However, if your users are using a mobile browser but using the Desktop Version of Confluence, the site might look like this:

Collapsed sidebar:
In this case, for them to collapse and expand the bar, they need to touch (analogous to clicking it) the border of the sidebar, right at the line that separates it from the page itself. The line is highlighted in Blue in the first screenshot referring to the Cloud desktop view.
