How to customize or change numbering system

I am attempting to add some policy to a confluence page, but can't figure out how to number in this format

6.   Training

      6.1    Authorized...

              6.1.1    Roles and responsibilities....

              6.1.2    ....

              6.1.3    ....

                         6.1.3.1    .....

Is there a simple way to accomplish this?

there is a free/paid app in the Atlassian Marketplace handling the numbering inside a page based on the headings. It's called (surprise): Numbered Headings

Out of the box Confluence would not have option like this but you can always create a template which would have the format as required and then use the template when creating a new page in your space.
