How to customize the style of HTML tags such as H3, HR, etc?

We are researching Confluence (Cloud) and would like a little control over the styling of the "Wiki content".

For example, if we wanted to change the color of the <h3> text, or the width of the <hr> horizontal rule, how would we do this?
