How to disable 'Import Word Document' feature?

Hi,

When I authorize a user to add page, 'Import Word Document' feature becomes active. I want to restrict the user from using 'Import Word Document' feature without restricting the page editing authority. 

How can I only disable 'Import Word Document' feature?
