I am finding difficulty to provide Confluence Admin access to one of the user. However I can't figure out if I am an Admin for confluence or not as I can't see manage user tab for Confluence.
Check if you've got the gear icon next to your avatar and the Admin UI opens when clicking on it - then you're product admin.
However, to give users access to the product you need to be user access admin or Org admin (in the new User Management experience): Give users admin permissions | Atlassian Support

On cloud access is maned via Atlassian Administration only users with site-admin or org-admin can add users as Confluence administrators.

Could you please check following settings .
In Confluence administration, you can navigate to section USERS & SECURITY -> Groups.
Here search for "confluence-administrators" and if you click on the group name, you get the list of all users in this group.
