How to grant users the ability to change title and department

When users in our confluence Cloud instance try to change their department or job title in their profile, it says "this field is set by an administrator and cannot be changed". This happens both on the Profile and Account Settings interfaces. How can I give users the ability to change these fields? We were able to change them 6 months ago, but something seems to have shifted.

An organization admin can change this setting, such that users can change these fields again. So you should contact your organization admin.
