The icon you refer to is a macro called the Info Macro. The version you're looking at is available in the older version of Confluence editor, but it looks like this on newer versions:
On the new editor you can type /info to get the macro, or { to pull up the macros menu in older versions of Confluence editor. Try both if you aren't sure which version of the editor your page is using.
If you're looking to switch back to the old format from your screenshot, unfortunately this is not possible. This new version is a redesign which is being slowly rolled out to all Cloud Confluence customers.
