How to limit the number of attachments that can be uploaded to a page

I want to restrict the number of attachments that can be uploaded to a page. Uploading new versions to the same document should be fine but uploading a new attachment to the same page should not be allowed.

Please suggest how is it possible to do this. Can we write some code to get this customization in confluence?

As far as I know, something like this is not possible. I haven't been able to find anything on Community about this, or on the marketplace.
