I am currently following the step 2. mentioned on this article: https://confluence.atlassian.com/cloudkb/migrating-from-confluence-cloud-to-confluence-cloud-691011969.html
But keep getting "invalid byte 2 of 4-byte utf-8 sequence confluence" error while importing the xml backup on the confluence data center locally hosted on my laptop.
Also, tried to resolve it using the atlassian-xml-cleaner-0.1.jar documented in 'Incorrect string value' error thrown when restoring XML backup in Confluence. But nothing is working.
Does anyone have already done this kind of migration, could you please help?

It seems that the problem you are referring is documented as bug here https://jira.atlassian.com/browse/CONFSERVER-78782 (where you most likely took the atlassian-xml-cleaner-0.1.jar as well).
Since you are using CCMA to do the migration, there is also this issue https://jira.atlassian.com/browse/MIG-550 which unfortunately the workaround they provide is a space by space import.
