Since I use labels to categorize articles, it would be helpful to move them to the top of a page, instead of being at the bottom.

If you're using the Confluence Server version then you can try the method listed in this previous answer:
Browse to:
Confluence Administration | Look & Feel | Layouts
in the Content Layouts section, edit Page Layout.
Move this line:
#parse ("/labels/labels-editor.vm")...below this line:
#parse ("/decorators/includes/page-metadata.vm")That's it. If you're using a custom theme, then you'll need to edit the page.vmd file in your theme.
