I've recently started receiving a server error when trying to accessing the manage apps page for my space. This has persisted for multiple hours now.
Whats the best way to get in touch with tech support to investigate?

You may want to try to restart your Jira service and see if you are able to access the managed app page. If you are, I would try to set your Jira to safe mode

Then enabling your apps one by one to see which could be the issue while monitoring the log output for any errors.

This issue is actually for our company confluence space. The support link you provided directed me to this question/ticketing system.
It appears now that server is down for our entire confluence site. Here is the error we're seeing now.

To file a ticket with support I need the SEN number but given I can't access our space at all, I'm not able to get that number.

Your SEN number is also located my.atlassian.com. Whoever purchase and/or is the owner of the license, should have that information when the logon.
You may want to check with your admin or whoever owns your instance to see if they have an Account Manager they work with to escalate your issue.
