I am on Confluence 6.13.4 and we are creating various how-to article , dashboard etc here. The pages often get written once and forgotten, ending up out of date.
Is there a way we can set reminder (as a PM) and ask the author to review and update the page periodically (2x or 4x in a year)?

Better Content Archiving now implements a custom and flexible notification system for Confluence Cloud as well as Data Center. You can use it to send Confluence reminders to update page, blog, other documents including processes, contracts, SOPs, etc. The Confluence page status options are also more flexible than the built-in status concept with 19 default statuses and the option to add more to fit your organization's document workflow.

Confluence natively doesn't have such a reminder. Here is an existing ticket with Atlassian.
However, Archiving Plugin does it for you. Please watch this video to see if this suits your requirement.

Our Handy Reminder macro can be a good fit for your use case. Handy Reminder is a part of the Handy Macros for Confluence app.
You can use it to create reminders with different settings based on your use case. You can set the reminder recipients, date and time for the notification (including the required repetition), or customize the look and feel of the reminder.
Thus, you can add our Handy Reminder and set it for the group of your users or a particular user who need to get the notification once a year or every second/fourth/etc. year. I hope this is helpful. Feel free to contact our support for more details or to arrange the app demo.
