Confluence and Jira user management should be independent... unless you're using tools like Opsgenie or Atlassian Access and remove user's access from the entire Atlassian org.
Note: I'm using Confluence standard but from my 'free' days, the process should pretty much the same as outlined here unless something dramatic has changed).
This should remove the user from Confluence only.

Found the solution.
Remove or suspend user applies to all products.
Direct user management at product level was not possible.
If it is I couldnt find it.
Had JIRA user complaining immediately.....
I had to remove the users from the group
"confluence-users-<companyname>
then it seemed to work.
I was able to change the Confluence plan.
