How to reorder shortcuts on side bar

Why do some of the short cuts on the side bar allow me to drag and drop and others do not? Some are in place stationary and can't be moved, a few of them I can move.

This is funny, never occurred to me you can't move some shortcuts.

It seems that if it's a link to a singular entity, website, Jira project, page, you can move it.

I couldn't move my 'Your work' link - not sure why - but the difference is that 'Your work''s page content is dynamic in the sense of content is created by way of tasks being assigned to me.

So I simply moved those that are movable around those that can't be moved. Not that the order matters that much in my case :)
