This is quite common asked question, but I have not found any straight forward answer from anywhere so far.
Is there a way to make reordering pages available ONLY from Space settings? The Ability to set Some restrictions for content management should be very basic feature.
Now in Cloud not only admin, but all space (view and edit) users are able to reorder pages from the side bar very easily, and it causes many problems and confusion.
I think that reordering pages should be only available at least for space admins and edit-users only, and if that is not possible, I hope Atlassian is going to do something for this very soon..

So far, I've been the only person working in my space, but I'm hoping not to run into this issue when we open it up for other users. It's a user guide and would be really messed up if others drag the pages around.

The only way to prevent people from creating pages in a tree is to take away the "add permissions" for the whole space.
I've been looking for a marketplace app which might suit your needs, but I haven't found anything.
A solution could be to provide a separate space where they can create pages and then move them into the other space if you need.
