Hi Viktar,

Currently, Confluence does not have  the feature you want.  We have a feature request for this functionality to be implemented.

Therefore, I highly recommend you to add yourself as a watcher of that report and vote for its popularity. You may also place a comment explaining your experiences and concerns about this new feature to give more meaning to our developer in regard to permanent resolution.

You can use Confluence Command Line Interface (CLI) to create new spaces and pages based on other "template" spaces or pages. See How to create pages from template pages or How to create pages from template pages - self service. 

In the case of doing an entire space, you can use copySpace or a combination with the techniques from the other links.

It depends on your situation. Normal Confluence permissions apply for the CLI case. In the case of self-service, you can restrict who can view (use) the self-service page to whoever you want to have the capability.

Normally, for self service, you use an admin account for running the actions and control access via view permissions.

Our Add-on Space Tree Creator does nearly what you are looking for. You can use every space as a template. Based on that, the Space Tree Creator creates a new space, copies the properties from the source space and then copies / creates the page tree into the new space

You can create a template space and then use the Copy Space add on to create new spaces based on the template.
