I cannot create a confluence under certain SPACE and also dont have access to create SPACES

Welcome to Atlassian community. 

Looks like your admin has not given you permission to do the same.

First things first: Since you are unable to create a page on a specific space, then you have to contact indeed your admin, since you don't have the permission to create a page (on that specific space).

Second, in order to create a space (team & personal) your confluence admin must give your group the corresponding permission. 

Also, I would request you to go through the below KB doc which has all information regarding how permissions work in confluence.
