I have question regarding the Related labels. Please see the description for the entire issue.

• The list is missing some labels.  I’m expecting the related list to include all labels of the pages shown on the left.  In this case, the label “database” should appear because I have a page with both “standard” and “database” labels on it 
• In the First screenshot When the database label is selected, label "standard" is shown in the related labels. But if the "standard" is selected, label "database" is not shown in the related labels. 

  Am I doing something wrong or is this a bug?

Hi! The related label list on the labelled content page is limited to 25, which is the number I counted displaying in your screenshot. Atlassian Support created a suggestion ticket to change that, in response to Related Labels on Labelled content
but it was closed as "won't do": Adjustable Related labels

If this is causing a lot of problems for you please let us know your use case so we can help find a workaround. If you just wanted to let us know about a limitation in the product, thank you for reporting it. :)

Is there any way that I can arrange the related labels list in my required order of preference.

Well, it's difficult because the list is based on the number of occurrences of the following:

1. The other label's shared content
2. The other label's shared spaces

Example:

1. LabelA is on the same page with LabelB (count the amount of pages that this happens, higher = higher in the list)
2. LabelA is on the same space as LabelB (count the amount of spaces that this happens, higher = higher in the list)

Awesome, this is exact answer I am looking for. The algorithm on the creation of related labels is clearly explained.
