I'm trying to delete a user and I get the "403 forbidden" error code

Hi Everyone! 

I'm trying to modify a user in confluence and its given me an error code that prevents me from editing, adding, changing anything with that user. Particularly I would like to DELETE the user and below is what I get 

There was an error during user deletion: com.atlassian.crowd.exception.applicaitonpermissionexception:Forbidden (403) encountered a 403- forbidden- error while loading this page.client.forbidden.exception Go to Jira home. Please check your log files for more details. 

How do I fix this? I tried reviewing all of my files and nothing came up with an error code.
