I want to "housekeep" our instance of Confluence but I am not a system administrator, is there a way of keeping a check of file sizes of attachment etc. and see if the space is keeping multiple versions of certain things?

You are limited without admin privileges. One thing you can check is the attachments for a given page. At least you can do this in Cloud and I expect it can be done in Server. At the top of a page you should see an icon for attachments or in the ellipses (more) drop down in top right. This will show all attachments on the page.
