I want a page to be viewed by all the employees in my organization, but no edit access. My jira user licence is ~300, confluence user license is ~200. If I give view permission of that page to jira users group, will the jira users be charged for the licence?
If the page does not contain confidential data, then you may put that page into a space which allows anonymous access:

Please, mind that, as it is a Cloud instance, anyone in the world could access a page set that way.
Otherwise, providing access to Confluence, even just read-only access, would require to consume a license, therefore needing a user tier upgrade on your Confluence instance.
