If we get the license for 7.13.x confluence version, can we use the same license for upgrading from 7.13.x to 7.19.x?

Confluence license is not per version. If you have active license, then you can upgrade.
Do you mean Long Term Support release ? No. 7.18.2 is not Long Term Support release.

All releases of Atlassian software in the main downloads are "stable". It is not a useful concept to discuss when trying to work out what version you would like.
(The closest I would get to seeing it as a useful term is that you could argue the Early Access releases are less stable, because you should never use them for production)
What you need to think through here is if you want a long-term support release, or the latest version.
Your licence entitles you to any version that is released before the end of your licence.
I'm slightly concerned that you may be asking about a new licence (rather than a renewal) - you can't buy new licences any more.
All support for Server stops in February 2024, so you won't be able to licence it past that point.
