If we share a confluence document with external users for review who are not part of our licence then can external users be able to share their feedback in the form of comments on the documents without login as an anonymous user ? or they need to be part of the licence for commenting on the document.?

If you have given a user the Guest license, then he/she can comment IF you have provided such permissions on your space:
Now, if you share any page with the public share link, then this page will be only viewable. Noone can comment when viewing that page from the public link.

Welcome to the Atlassian community.
Yes, you can allow anonymous users the ability to add comments for a specific page/space by modifying their permissions > comment permissions.
Once anonymous access is enabled, you'll be able to change different types of permissions for anonymous users.
If you have a confluence space where you have allowed access to anonymous users at the space level. Then anonymous users will have access to all pages in the space, unless restricted on the pages themselves (as per this article)
