In Confluence I cannot edit the global banner for 6hrs after creating it.  

Is it possible to change this? If so where is this set?

What is it global banner? You mean announced banner, or some script from look and feel panel.

As I know, In Confluence don't have any rule for block to edit for 6 hour Announced or side wide banner.

There is an announcement banner add-on which provides a banner, so if you're using that, it might be in there.

But as Gonchik says, if you've done a banner the standard way in Confluence, with the html in the header, there is absolutely no code to stop you editing it as soon as you want.
