I am using Confluence Cloud, and Team Calendar is installed as a system app - it is visible in the "Settings -> Manage Apps" page, and there are no errors (no "Action Required"), but it does not show up anywhere. It is not in the sidebar. It is not listed when installing an app on a page (even when selecting "View more"). It does not show up if I type "/" when editing a page.

As everybody already pointed out, Team Calendar is a Confluence premium feature.
You can work with a third party app from Atlassian Marketplace: Confluence Calendar apps | Atlassian Marketplace
If you are working with Outlook (Microsoft 365), this might be an alternative for you: Outlook Calendars for Confluence | Atlassian Marketplace. The app is free for up to 10 users.
Please note, I work for yasoon, the company developing Outlook Calendars for Confluence. Therefore I tend to recommend the app :)

Calendar is available only for the premium plan of confluence cloud. Are you in that plan?

the Team Calendar functionality is only available if you're using the Premium Plan of Confluence Cloud.

On Cloud, the actual "installed" applications are not that important. What matters is if you have access to them.
For Team Calendars, all you need is to have Confluence users, but using a Premium subscription. I would guess you are not on Confluence cloud premium.
