We are planning to implement a new instance of Confluence available in the WWW. One of the requirements is that users can contribute using mobile devices (tablets, smarthones). Currently I am trying several mobile themes including the default "Confluence Mobile Web Plugin" of Confluence.
We recognize that - even the permissions for the logged in user are set - no pages can be created.

There are two ways to browse Confluence from a mobile device. From the mobile app, or from the mobile web version.
It is indeed not possible to create pages via the web version. See Using Confluence via your mobile browser.
On your supported mobile device, you can:
- View the Confluence dashboard, pages, blog posts, and user profiles.
- Add or reply to a comment on a page or blog post.
- Like a page, blog post or comment.
- Watch a page or blog post.
- See your notifications and tasks.
You can't add or edit pages or blog posts, or edit existing comments, using the mobile interface.
It's possible to switch to the desktop version on your mobile device, but this can cause issues when using the editor since it's meant to be supported mostly on a computer, and you'll find some features don't work as well.
In the mobile app, however, you can create pages, but there are some factors you need to consider. Have a look at the following articles for further details:
