Inline Comments with an @mention in the editor don't send notifications?

It seems like if I'm editing a page and I @mention another user in an inline comment no notification is sent to them until my draft is published. Is there any way to turn on notifications for inline comments while in the editor or does that only work on a published page?

It's just a little strange that someone I mention in an inline comment doesn't get a notification to look at an edit I make to a page without first publishing that page. Am I missing something?
