I just noticed that when made 2 inline comments, I created two new page versions. But page version history does not even show the comments. Has it always been this way? I would prefer not to create new versions for each inline comment.
You are right, inline comments will create new page versions. This is because the positions of inline comments are saved in the storage format (XML) of the page. I don't think there's a way to get around this.
