Instance storage limit vs Archived pages and spaces

Trying to fine tune our migration to cloud, we are trying to figure out if we can manage on standard licenses or do we need to go premium, we are already close to the storage limit of 250GB. 

My question is, do archived pages and spaces still count towards the total instance size limit?
