We want to share some pages to all users on the internal network , however we don't want to open the pages up to the entire internet. This is on a corporate data center installation of Confluence that does have cloud connectivity.

On Cloud, that's not a problem. This is our site - all content is authored in Confluence (no anonymous access to the space) and then made available using Scroll Viewport by K15t. Another option is Instant Websites by Glintech.
These apps basically generate a static website from your Confluence content.
Now, to my best knowledge, on Data Center, Viewport depends on Confluence permissions and Instant Websites has no DC version.
Having said that...
I can imagine a solution where you'd export a space from DC to a small Cloud Confluence site, in theory, you can use Confluence Free, and use one of the apps above.
If you're worried about making your unfinished content available via anonymous access, you can deploy a workflow / space synchronization app which would allow you to sync your finalized content from Space 1 to Space 2. Then you'd make Space to available to anonymous users. The advantage of this approach is that Space 2 can be extremely restricted in every other matter and it only contains final content that you want to make public anyway. Also, Viewport would mask both your Confluence address and Confluence UI.
Or you can use a combination of the two - export Space 2 to Cloud, and make it available.
Maybe there is a DC app that can generate a static website, but it's been 4 years since I last used an On Prem Confluence.

Seibert has a Confluence DC app Space Privacy - Extranet for Confluence, and we use it to create spaces that can be shared with specific users, say from a partner company or for a customer project.

If you want to share just one page without opening the whole space, your only option in DC is to copy it to a separate public space or export it as PDF/HTML and share externally.
