Is it possible to create a limited view attachments page?

In Confluence, I would like to create a page where people can submit submissions for monthly recognition awards by uploading a "Nomination Form" to the page - preferably using the attachments macro. 

While all users will be able to upload to the page, we do not want the nominations in the list to be visible to people outside of our management group. Does anyone have any suggestions for how best to accomplish this - be it on an attachments page or otherwise?

At this moment, we don't have this functionality in Confluence Cloud, but the following feature request was created for it at:

- CONFCLOUD-59757 - Attachment macro or upload template with restricted view/edit/delete permissions
