Is it possible to have a developer instance for the Cloud?

I am trying to do some styling for my companies export to work and pdf, and would like to test this in a non-production environment.

Is it possible to obtain a developer cloud instance and if so, is there additional costs associated to this?

It is certainly possible to get a developer instance:

https://developer.atlassian.com/blog/2016/04/cloud-ecosystem-dev-env/

There are a few restrictions, such as the number of users, but it is free for non-production use.
