I use the premium version of Confluence Cloud.
Is it possible for (site) administrators to see and edit a restricted page without logging in as the user who restricted this page?

Hi David,
There actually is a feature of Premium instances which allows site admins to bypass restrictions. You can take a look at this article for more details: Bypass access restrictions on a page with admin key
If you, as the administrator, don't see the "View now" popup, it's possible that you may need higher-level permissions.

Not quite.
Your admin rights do not let you do things outside the admin area, so no, you can't see or edit a restricted page unless you've been named as someone who can do it in the restrictions.
But part of an admin's role is to debug and fix broken restrictions, so you can go to space admin -> restricted pages, see the list, and change the restrictions (I've not looked recently, older versions only let you remove them, so you had to note down what they were, remove them, edit the page and re-apply them, including yourself in the levels so you could come back if someone broke it again)
