This link at the Atlassian website describes a Project Plan template available in Confluence:

We are running Confluence Server version 6.6. I don't see this template anywhere. Is this template perhaps only available in the Cloud version, or should it be available in our server version? The Templates documentation seemed to apply to both Server and Cloud, though the documentation (+ button in left sidebar) must be a Cloud convention, as I don't see that in the Server version.

This template is only available in cloud actually. You can definitely recreate it in server using the fields that you see here though.
I'll also make sure we make it more clear to specify cloud on this page - sorry for the confusion!
