Is there a feature in Confluence or another Atlassian product that creates a community?

The previous incarnation of this Atlassian Community was actually built on Confluence + Questions for Confluence  - it is very much aimed at the question/answer/follow-up cycle though.

For something a bit more forum like, see https://marketplace.atlassian.com/search?product=confluence&query=forum - some are directly forums, other apps more for helping you build them in Confluence the way you want.

For the more community-related functions, I'd again look at apps for Confluence, especially those aimed at Gamification - compound those with one of the apps above, and yes, I've seen a few highly successful community style sites built on Confluence.
