We are unable to use templates or any other macros within our organisation. We have set up our space with a manual navigation bar across the top and a side menu bar, all using *.png images attached to a separate page - it is more the look and feel of an intranet. We have been advised that this is not effective and that we should revert to using the standard Confluence menus. Can anyone advise if there is a limit to the number of images you can attach to a page and/or space in Confluence, and it anyone else has built their site without templates in a similar way.

Timothy is correct that these is not a limit to the number of files you can attach to a given page. You are limited only by your instances disk space and ability to render the attachments back out.
However, I think that may be beside the point. Why are you not able to use templates? Who told you that your current configuration is not effective? If your customizations are done smartly and css having some custom graphics on your page should not slow down your instance too significantly.
Well, there is no actual limit of how many images you can attach to a page. It's a matter of the browser and the client machine on whether they can display/render the page or not.
