In our current instance of Confluence, a user can only display 10 favorites on a page. If they favorite an 11th, one of the existing favorites drops off their favorites list. Does the Save for Later feature also have a limit as to number of pages that can be saved per user?

There is no limit to favorite (Saved for later) pages in Confluence. However, depending on where you are checking this list, you will only see the pages recently added to your favorites list - like in this macro: Favorite Pages Macro
To see the full list of Saved for later pages, go to your Confluence profile and select the tab Saved for later. The URL in your browser should be something like
http://confluence.mycompany.com/users/viewmyfavourites.action
