Is there a list of "Can use" users?

I need to send an email to all users of confluence. There are 2400+ users in the users list but the licensing information says I only have 23 licensed users. Doing research I see that licensed users must have the "can use" global permission but I can't find a column in any logical place in the database tables nor any reference to it in the application. I'm a dba guy mostly so looking in the database is the easiest thing for me but if there's a better, preferred method I'd be happy to use that.

Hm, with 2400+ users are you using an AD/LDAP authentication? Check the users which are members of the confluence-users group. By default these are licensed unless you configured another group.

Thank you Jan-Peter. Yes, we are using LDAP authentication. I looked at the Confluence-Users and Confluence-Administrators and the total count minus disabled users came to the total the license page shows. So that was the answer. Thanks for your response.
