We would like to have visibility enabled to all spaces and pages in confluence so we do not have to add users to see the content. We do not need edit rights just visibility. Is there a way to do this?

You can set default space permissions and then have everyone in a group that has permissions to view all (this page has details https://confluence.atlassian.com/conf59/assign-space-permissions-792498609.html). Would that address your use case?
There is no way to change several space permissions at once, you need to edit them individually (There might be a plugin to provide bulk updates of space permissions, I'm not sure!) But as Carlos said, change default space permissions to make sure pages are visible when someone adds a new space in the future.
