Is there a way to force page restriction before a page can be saved?

I'm assuming that this functionality would come from a plug-in. I would like to basically bring up the page restrictions prompt before a page can be saved/published. And if a page restriction isn't set, then the page cannot be saved/published.

Im not sure if a plugin already exist but you could create a Web Resource module with a JS listening globally for that button click:
