I have a document on a server and would like to insert a link to that document as compared to having to upload the document to the confluence page. If I can insert a link to the document on the server, then the latest version of the document will always be displayed.
Also, a key step is generally to make sure you use the same file name for each version, allowing whatever system you are using on your server to handle the version history. This means that you don't add a date, version number, or anything like that into the file name.
you can add a "file"-link to a Confluence page, but I would not recommend that. In most browsers these kind of links only work with an addon because of security restrictions and you can never be sure if each of your users is able to use this link.

It depends not on Confluence, but on the Document Management system or File Sharing system or whatever you use on the other end.
If that system can generate a URL which always points to the latest version, then you can use that.
