Is there a way to set your time to default to hours versus minutes?

Our default set up in Jira has the time defaulting to minutes. I have run into a lot of human error issues with the time since the user only puts in the number without the "m" or the "h". Is there a way to have the time default to hours when users only add the number in the field versus minutes?
