We use Adobe's shared review to gather comments and questions on documents. Acrobat needs a location on which it can store the PDF that is being commented on.
I'm hoping there is some means of uploading a PDF that is configured for shared review.
Brand new Confluence user, so apologies if I'm totally missing the mark.

My suggestion is to create a Confluence page and using inline comments and comments you can review a page like a pdf. Keep in mind that page will maintain history and it could be exported in word or pdf format.

The kind of shared review I'd really like is like github's pull request. It allows comments on the pull request, updating the pull request with additional changes, and then anyone can accept the change.
