One of our user asked this question: Can we request to create a Space we can work on temporarily and this space will not be published yet or cannot be seen in the current available space.

you can create a private space accessible just by one user. That space will be not visible to other users. https://support.atlassian.com/confluence-cloud/docs/customize-your-personal-space/
What means "Space not plublished"? if you require a subspace within your space, you can setup a page with restrictions so just specific users can see/edit page contained with that subtree. https://support.atlassian.com/confluence-cloud/docs/add-or-remove-page-restrictions/

Or create a personal space. A user is the admin of their own personal space so can use it as a scratchpad/sandox. It also does NOT appear in the standard listing of spaces.
Per the documentation:
Use your personal space as a sandbox to organize your notes, keep track of personal OKRs and goals, and draft proposals for projects before they make it to the roadmap. Connect with your team by writing blog posts to introduce yourself or share what you’re working on.
