Issue with confluence user limits

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

Hi,

I am having issues with the user limits. I have disabled the users that are not using confluence or JIRA and the number active users is 10 but I am still getting the error message "This Confluence installation is not licensed for additional users". I cannot delete the disabled users as there have closed off issues in JIRA.

any ideas?
